Position Overview
We are seeking a Business Development Engineer with a strong chemicals background to join the Refinery to Chemicals (RTC) Division of the LTC Business & Project Development Department. In this role, you will set up economic models, perform 3rd party Build-Own-Operate evaluations, support project financing, and manage technical, execution, and commercial interfaces. You will be part of the Project Development & Technology team reporting to the Manager, working closely with various subject matter experts. This is a unique opportunity with a reputable company in the oil and gas industry – a company founded in 1933, operating across Upstream, Downstream, and Corporate segments, and headquartered in Dhahran, Saudi Arabia. The position is based in Bakersfield, CA, but requires permanent relocation to Dhahran, Saudi Arabia.
Key Responsibilities
• Align the details and basis/assumptions of the economics model.
• Provide economics parameters, including the Net Present Value (NPV) and Internal Rate of Return (IRR).
• Ensure internal alignment among shareholders and concerned parties regarding economics parameters.
• Develop the economics for Value-Add and Capital Efficiency items for commercial assessment.
• Assess chemical competitiveness and provide insights to improve overall economics.
• Establish and evaluate various market scenarios to enhance project value.
• Define and participate in case study deliverables and identify key initiatives for optimization.
• Track development of Gate deliverables for management approval and address areas needing additional support.
• Interface with Government Engagement, GHG Abatement, Finance Readiness workstreams, and the Project Development Group.
• Collaborate with the Government Engagement team to determine the economic impact on job creation and GDP in the Kingdom.
Required Qualifications
• Permanent relocation to Dhahran, Saudi Arabia is required.
• Bachelor’s degree in Engineering from a recognized program.
• Minimum of 15+ years of experience in the Refining & Chemicals business focusing on integration.
• Proven experience in project engineering, design, and execution.
• Strong background and technical expertise in the chemicals industry.
• Knowledge in refinery-chemicals integration, including experience with steam crackers, process licensor selection, and technology analysis.
• Understanding of process yields, qualities, economics, and capital efficiency.
• Experience in developing scope basis for chemicals facilities and capital project development in Pre-FEED/FEED stages.
• Familiarity with molecule optimization, synergy integration, and technical interface management.
• Background in business development with a focus on execution and commercial aspects.
